‘मन की बात’ (40 वीं कड़ी) प्रसारण तिथि: 28.01.2018


मेरे प्यारे देशवासियो, नमस्कार | 2018 की यह पहली ‘मन की बात’ है और दो दिन पूर्व ही हमने गणतन्त्र पर्व को बहुत ही उत्साह के साथ और इतिहास में पहली बार ऐसा हुआ कि 10 देशों के मुखिया इस समारोह में उपस्थित रहे | 
मेरे प्यारे देशवासियो, मैं आज श्रीमान प्रकाश त्रिपाठी ने NarendraModiApp पर एक लम्बी चिट्ठी लिखी है और मुझसे बहुत आग्रह किया है कि मैं उनके पत्र में लिखे गए विषयों को स्पर्श करूँ | उन्होंने लिखा है, 1 फरवरी को अन्तरिक्ष में जाने वाली कल्पना चावला की पुण्य तिथि है | कोलंबिया अन्तरिक्षयान दुर्घटना में वो हमें छोड़ कर चली गयीं लेकिन दुनिया भर में लाखों युवाओं को प्रेरणा दे गयी | मैं भाई प्रकाश जी का आभारी हूँ कि उन्होंने अपनी लम्बी चिट्ठी में कल्पना चावला की विदाई से प्रारम्भ किया है | यह सबके लिए दुःख की बात है कि हमने कल्पना चावला जी को इतनी कम उम्र में खो दिया लेकिन उन्होंने अपने जीवन से पूरे विश्व में, ख़ासकर भारत की हज़ारों लड़कियों को, यह संदेश दिया कि नारी-शक्ति के लिए कोई सीमा नहीं है | इच्छा और दृढ़ संकल्प हो, कुछ कर गुजरने का ज़ज्बा हो तो कुछ भी असंभव नहीं है | यह देखकर काफी खुशी होती है कि भारत में आज महिलाएँ  हर क्षेत्र में तेज़ी से आगे बढ़ रही हैं और देश का गौरव बढ़ा रही हैं |
प्राचीन काल से हमारे देश में महिलाओं का सम्मान, उनका समाज में स्थान और उनका योगदान, यह पूरी दुनिया को अचंभित करता आया है | भारतीय विदुषियों की लम्बी परम्परा रही है | वेदों की ऋचाओं को गढ़ने में भारत की बहुत-सी विदुषियों का योगदान रहा है | लोपामुद्रा, गार्गी, मैत्रेयी न जाने कितने ही नाम हैं | आज हम ‘बेटी बचाओ, बेटी पढ़ाओ’ की बात करते हैं लेकिन सदियों पहले हमारे शास्त्रों में,स्कन्द-पुराण में,कहा गया है:-
दशपुत्र, समाकन्या, दशपुत्रान प्रवर्धयन् |
यत् फलं लभतेमर्त्य, तत् लभ्यं  कन्यकैकया ||
अर्थात, एक बेटी दस बेटों के बराबर है | दस बेटों से जितना पुण्य मिलेगा एक बेटी से उतना ही पुण्य मिलेगा | यह हमारे समाज में नारी के महत्व को दर्शाता है | और तभी तो, हमारे समाज में नारी को ‘शक्ति’ का दर्जा दिया गया है | यह नारी शक्ति पूरे देश को, सारे समाज को, परिवार को, एकता के सूत्र में बाँधती है | चाहे वैदिक काल की विदुषियां लोपामुद्रा, गार्गी, मैत्रेयी की विद्वता हो या अक्का महादेवी और मीराबाई का ज्ञान और भक्ति हो, चाहे अहिल्याबाई होलकर की शासन व्यवस्था हो या रानी लक्ष्मीबाई की वीरता, नारी शक्ति हमेशा हमें प्रेरित करती आयी है | देश का मान-सम्मान बढ़ाती आई है |
श्रीमान प्रकाश त्रिपाठी ने आगे कई सारे उदाहरण दिए हैं | उन्होंने लिखा है हमारी साहसिक रक्षा-मंत्री निर्मला सीतारमण के लड़ाकू विमान ‘सुखोई 30’ में उड़ान भरना, उन्हें प्रेरणा दे देगा | उन्होंने वर्तिका जोशी के नेतृत्व में भारतीय नौसेना के महिला क्रू मेम्बर्स आई एन एस वी तरिणी (INSV Tarini) पर पूरे विश्व की परिक्रमा कर रही हैं ,उसका ज़िक्र  किया है | तीन बहादुर महिलाएँ भावना कंठ, मोहना सिंह और अवनी चतुर्वेदी Fighter Pilots बनी हैं और Sukhoi-30  में प्रशिक्षण ले रही हैं | क्षमता वाजपेयी की अगुवाई वाली All Women Crue ने दिल्ली से अमेरिका के San Francisco और वापस दिल्ली तक Air India Boeing Jet में उड़ान भरी - और सब की सब महिलाएँ  | आपने बिलकुल सही कहा -  आज नारी, हर क्षेत्र में न सिर्फ आगे बढ़ रही है बल्कि नेतृत्व कर रही है |  आज कई क्षेत्र ऐसे हैं जहाँ सबसे पहले, हमारी नारी-शक्ति कुछ करके दिखा रही है | एक milestone स्थापित कर रही है |  पिछले दिनों माननीय राष्ट्रपति जी ने एक नई पहल की |
  राष्ट्रपति जी ने उन असाधारण महिलाओं के एक group  से मुलाकात की जिन्होंने अपने-अपने क्षेत्रों में सबसे पहले कुछ करके दिखाया | देश की ये women achievers , First female Merchant Navy Captain , passenger train की पहली महिला Train Driver, पहली महिला Fire Fighter, पहली महिला Bus Driver, Antarctica पहुँचने वाली पहली महिला, ऐवरेस्ट पर पहुँचने वाली पहली महिला, इस तरह से हर क्षेत्र में ‘First Ladies’-  हमारी नारी-शक्तियों ने समाज की रूढ़िवादिता को तोड़ते हुए असाधारण उपलब्धियाँ हासिल की, एक कीर्तिमान स्थापित किया | उन्होंने ये दिखाया कि कड़ी मेहनत, लगन और दृढसंकल्प के बल पर तमाम बाधाओं और रुकावटों को पार करते हुए एक नया मार्ग तैयार किया जा सकता है | एक ऐसा मार्ग जो सिर्फ अपने समकालीन लोगों को बल्कि आने वाली पीढ़ियों को भी प्रेरित करेगा | उन्हें एक नये जोश और उत्साह से भर देगा | इन women achievers, first ladies पर एक पुस्तक भी तैयार की गयी है ताकि पूरा देश इन नारी शक्तियों के बारे में जाने, उनके जीवन और उनके कार्यों से प्रेरणा ले सके | यह NarendraModi website  पर भी e-book के रूप में उपलब्ध है |
  आज देश और समाज में हो रहे सकारात्मक बदलाव में देश की नारी-शक्ति की महत्वपूर्ण भूमिका है | आज जब हम महिला सशक्तीकरण पर चर्चा कर रहे हैं तो मैं एक रेलवे स्टेशन का ज़िक्र करना चाहूँगा | एक रेलवे स्टेशन और महिला सशक्तीकरण, आप सोच रहे होंगे कि इस बीच में क्या connection है | मुंबई का माटुंगा स्टेशन भारत का ऐसा पहला स्टेशन है जहाँ सारी महिला कर्मचारी हैं | सभी विभागों में women staff - चाहे Commercial Department हो, Railway Police हो, Ticket Checking हो, Announcing हो, Point Person हो, पूरा 40 से भी अधिक महिलाओं का staff है | इस बार बहुत से लोगों ने गणतंत्र दिवस की परेड देखने के बाद Twitter पर और दूसरे Social Media पर लिखा कि परेड की एक मुख्य बात थी, BSF Biker Contingent जिसमें सब की सब महिलाएँ भाग ले रहीं थी | साहसपूर्ण प्रयोग कर रही थीं और ये दृश्य, विदेश से आये हुए मेहमानों को भी आश्चर्यचकित कर रहा था | सशक्तीकरण, आत्मनिर्भरता का ही एक रूप है | आज हमारी नारी-शक्ति नेतृत्व कर रही है | आत्मनिर्भर बन रही है | वैसे ही एक बात मेरे ध्यान में आई है, छत्तीसगढ़ की हमारी आदिवासी महिलाओं ने भी कमाल कर दिया है | उन्होंने एक नई मिसाल पेश की है | आदिवासी महिलाओं का जब ज़िक्र आता है तो सभी के मन में एक निश्चित तस्वीर उभर कर आती है | जिसमें जंगल होता है, पगडंडियां होती हैं, उन पर लकड़ियों का बोझ सिर पर उठाये चल रही महिलाएँ | लेकिन छत्तीसगढ़ की हमारी आदिवासी नारी, हमारी इस नारी-शक्ति ने देश के सामने एक नई तस्वीर बनाई है | छत्तीसगढ़ का दंतेवाड़ा इलाक़ा, जो माओवाद-प्रभावित क्षेत्र है | हिंसा, अत्याचार, बम, बन्दूक, पिस्तौल - माओवादियों ने इसी का एक भयानक वातावरण पैदा किया हुआ है | ऐसे ख़तरनाक इलाक़े में आदिवासी महिलाएँ, E-Rickshaw चला कर आत्मनिर्भर बन रही हैं | बहुत ही थोड़े कालखंड में कई सारी महिलाएँ इससे जुड़ गयी हैं | और इससे तीन लाभ हो रहे हैं, एक तरफ जहाँ स्वरोजगार ने उन्हें सशक्त बनाने का काम किया है वहीँ  इससे माओवाद-प्रभावित इलाक़े की तस्वीर भी बदल रही है | और इन सबके साथ इससे पर्यावरण-संरक्षण के काम को भी बल मिल रहा है | यहाँ के ज़िला प्रशासन की भी सराहना करता हूँ, Grant उपलब्ध कराने से ले कर Training देने तक, ज़िला प्रशासन ने इन महिलाओं की सफलता में एक महत्वपूर्ण भूमिका निभाई है |
     हम बार-बार सुनते आये हैं कि लोग कहते हैं – ‘कुछ बात है ऐसी कि हस्ती मिटती नहीं हमारी’ | वो बात क्या है, वो बात है, Flexibility – लचीलापन, Transformation | जो काल-बाह्य है उसे छोड़ना, जो आवश्यक है उसका सुधार स्वीकार करना | और हमारे समाज की विशेषता है – आत्मसुधार करने का निरंतर प्रयास, Self-Correction, ये भारतीय परम्परा, ये हमारी संस्कृति हमें विरासत में मिली है | किसी भी जीवन-समाज की पहचान होती है उसका Self Correcting Mechanism | सामाजिक कुप्रथाओं और कुरीतियों के ख़िलाफ सदियों से हमारे देश में व्यक्तिगत और सामाजिक स्तर पर लगातार प्रयास होते रहे हैं | अभी कुछ दिन पहले बिहार ने एक रोचक पहल की | राज्य में सामाजिक कुरीतियों को जड़ से मिटाने के लिए 13 हज़ार से अधिक किलोमीटर की विश्व की सबसे लम्बी मानव-श्रृंखला, Human Chain बनाई गयी | इस अभियान के द्वारा लोगों को बाल-विवाह और दहेज़-प्रथा जैसी बुराइयों के खिलाफ़ जागरूक किया गया | दहेज़ और बाल-विवाह जैसी कुरीतियों से पूरे राज्य ने लड़ने का संकल्प लिया | बच्चे, बुजुर्ग, जोश और उत्साह से भरे युवा, माताएँ, बहनें हर कोई अपने आप को इस जंग में शामिल किये हुए थे | पटना का ऐतिहासिक गाँधी मैदान से आरंभ हुई मानव-श्रृंखला राज्य की सीमाओं तक अटूट-रूप से जुड़ती चली गई | समाज के सभी लोगों को सही मायने में विकास का लाभ मिले इसके लिए ज़रुरी है कि हमारा समाज इन कुरीतियों से मुक्त हो | आइये हम सब मिलकर ऐसी कुरीतियों को समाज से ख़त्म करने की प्रतिज्ञा लें और एक New India, एक सशक्त एवं समर्थ भारत का निर्माण करें | मैं बिहार की जनता, राज्य के मुख्यमंत्री, वहाँ के प्रशासन और मानव –श्रृंखला में शामिल हर व्यक्ति की सराहना करता हूँ कि उन्होंने समाज कल्याण की दिशा में इतनी विशेष एवं व्यापक पहल की |
    मेरे प्यारे देशवासियो, मैसूर, कर्नाटक के श्रीमान् दर्शन ने MyGov पर लिखा है – उनके पिता के ईलाज़ पर महीने में दवाइयों का खर्च 6 हज़ार रूपये होता था | उन्हें पहले प्रधानमंत्री जन-औषधि योजना के बारे में जानकारी नहीं थी | लेकिन अब जब उन्हें जन-औषधि केंद्र के बारे में जानकारी मिली और उन्होंने वहाँ से दवाइयाँ ख़रीदी तो उनका दवाइयों का खर्च 75 प्रतिशत तक कम हो गया | उन्होंने इच्छा जताई है कि मैं इसके बारे में ‘मन की बात’ कार्यक्रम में बात करूँ ताकि ज्यादा से ज्यादा लोगों तक इसकी जानकारी पहुँचे और वे इसका लाभ ले सकें | पिछले कुछ समय से बहुत लोग मुझे इस विषय में लिखते रहते थे, बताते रहते हैं | मैंने भी कई लोगों के Video, Social Media पर भी देखे है जिन्होंने इस योजना का लाभ लिया है | और इस तरह की जानकारी जब मिलती है तो बहुत खुशी होती है | एक गहरा संतोष मिलता है | और मुझे यह भी बहुत अच्छा लगा कि श्रीमान् दर्शन जी के मन में ये विचार आया कि जो उन्हें मिला है, वो औरों को भी मिले | इस योजना के पीछे उद्देश्य है - Health Care को affordable बनाना और Ease of Living को प्रोत्साहित करना | जन-औषधि केन्द्रों पर मिलने वाली दवाएं बाज़ार में बिकने वाली Branded दवाइयों से लगभग 50% से 90% तक सस्ती हैं | इससे जन-सामान्य, विशेषकर प्रतिदिन दवाएं लेने वाले वरिष्ठ नागरिकों की बहुत आर्थिक मदद होती है, बहुत बचत होती है | इसमें ख़रीदी जानेवाली generic दवाएं World Health Organisation के तय standard के हिसाब से होती हैं | यही कारण है कि अच्छी Quality की दवाएं सस्ते दाम पर मिल जाती हैं | आज देशभर में तीन हज़ार से ज्यादा जन-औषधि केंद्र स्थापित किये जा चुके हैं | इससे न सिर्फ दवाइयाँ सस्ती मिल रही हैं बल्कि Individual Entrepreneurs के लिए भी रोज़गार के नए अवसर पैदा हो रहे हैं | सस्ती दवाइयाँ प्रधानमंत्री भारतीय जन-औषधि केन्द्रों और अस्पतालों के ‘अमृत stores पर उपलब्ध हैं | इन सब के पीछे एक मात्र उद्देश्य है – देश के ग़रीब से ग़रीब व्यक्ति को Quality and affordable health service उपलब्ध करवाना ताकि एक स्वस्थ और समृद्ध भारत का निर्माण किया जा सके |
          मेरे प्यारे देशवासियो, महाराष्ट्र से श्रीमान् मंगेश ने Narendra Modi Mobile App पर एक Photo, Share की | वो Photo ऐसी थी कि मेरा ध्यान उस Photo की ओर खींचा चला गया | वो फोटो ऐसी थी जिसमें एक पोता अपने दादा के साथ ‘Clean Morna River’ सफाई अभियान में हिस्सा ले रहा था | मुझे पता चला कि अकोला के नागरिकों ने ‘स्वच्छ भारत अभियान’ के तहत मोरना नदी को साफ़ करने के लिए स्वच्छता अभियान का आयोजन किया था | मोरना नदी पहले बारह महीने बहती थी लेकिन अब वो seasonal हो गई है | दूसरी पीड़ा की बात है कि नदी पूरी तरह से जंगली घास, जलकुम्भी से भर गई थी | नदी और उसके किनारे पर काफ़ी कूड़ा फेका जा रहा था | एक action plan तैयार किया गया और मकर-संक्रांति से एक दिन पहले 13 जनवरी को ‘Mission Clean Morna’  के प्रथम चरण के तहत चार किलोमीटर के क्षेत्र में चौदह स्थानों पर मोरना नदी के तट के दोनों किनारों की सफाई की गई | ‘Mission Clean Morna’ के इस नेक कार्य में अकोला के छह हज़ार से अधिक नागरिकों, सौ से अधिक NGOs , Colleges, Students, बच्चे, बुजुर्ग, माताएँ-बहनें हर किसी ने इसमें भाग लिया | 20 जनवरी 2018 को भी ये स्वच्छता-अभियान उसी तरह जारी रखा गया और मुझे बताया गया है कि जब तक मोरना नदी पूरी तरह से साफ़ नही हो जाती, ये अभियान हर शनिवार की सुबह को चलेगा | यह दिखाता है कि अगर व्यक्ति कुछ करने की ठान ले तो नामुमकिन कुछ भी नहीं है | जन-आंदोलन के माध्यम से बड़े से बड़े बदलाव लाये जा सकते हैं | मैं अकोला की जनता को, वहाँ के ज़िला एवं नगर-निगम के प्रशासन को इस काम को जन-आंदोलन बनाने के लिए जुटे हुए सब नागरिकों को, आपके इन प्रयासों को बहुत-बहुत बधाई देता हूँ और आप का ये प्रयास देश के अन्य लोगों को भी प्रेरित करेगा |
    मेरे प्यारे देशवासियो, इन दिनों पद्म-पुरस्कारों के संबंध में काफी चर्चा आप भी सुनते होंगे | अख़बारों में भी इस विषय में, T.V. पर भी इस पर ध्यान आकर्षित होता है | लेकिन थोड़ा अगर बारीकी से देखेंगे तो आपको गर्व होगा | गर्व इस बात का कि कैसे-कैसे महान लोग हमारे बीच में हैं और स्वाभाविक रूप से इस बात का भी गर्व होगा कि कैसे आज हमारे देश में सामान्य व्यक्ति बिना किसी सिफ़ारिश के उन ऊँचाइयों तक पहुँच रहें हैं | हर वर्ष पद्म-पुरस्कार देने की परम्परा रही है लेकिन पिछले तीन वर्षों में इसकी पूरी प्रक्रिया बदल गई है | अब कोई भी नागरिक किसी को भी nominate कर सकता है | पूरी प्रक्रिया online हो जाने से transparency आ गई है | एक तरह से इन पुरस्कारों की चयन-प्रक्रिया का पूरा transformation हो गया है | आपका भी इस बात पर ध्यान गया होगा कि बहुत सामान्य लोगों को पद्म-पुरस्कार मिल रहे हैं | ऐसे लोगों को पद्म-पुरस्कार दिए गए हैं जो आमतौर पर बड़े-बड़े शहरों में, अख़बारों में, टी.वी. में, समारोह में नज़र नहीं आते हैं | अब पुरस्कार देने के लिए व्यक्ति की पहचान नहीं, उसके काम का महत्व बढ़ रहा है | आपने सुना होगा श्रीमान् अरविन्द गुप्ता जी को, आपको जान करके ख़ुशी होगी, IIT कानपुर के छात्र रहे अरविन्द जी ने बच्चों के लिए खिलौने बनाने में अपना सारा जीवन खपा दिया | वे चार दशकों से कचरे से खिलौने बना रहे हैं ताकि बच्चों में विज्ञान के प्रति जिज्ञासा बढ़ा सकें | उनकी कोशिश है कि बच्चे बेकार चीज़ों से वैज्ञानिक प्रयोगों की ओर प्रेरित हों, इसके लिए वे देशभर के तीन हज़ार स्कूलों में जाकर 18 भाषाओं में बनी फ़िल्में दिखाकर बच्चों को प्रेरित कर रहे हैं | कैसा अद्भुत जीवन, कैसा अद्भुत समर्पण! एक ऐसी ही कहानी कर्नाटक के सितावा जोद्दती (SITAVAA JODATTI) की है | इन्हें महिला-सशक्तीकरण की देवी ऐसे ही नहीं कहा गया है | पिछले तीन दशकों से बेलागवी (BELAGAVI) में इन्होंने अनगिनत महिलाओं का जीवन बदलने में महान योगदान दिया है | इन्होंने सात वर्ष की आयु में ही स्वयं को देवदासी के रूप में समर्पित कर दिया था | लेकिन फिर देवदासियों के कल्याण के लिए ही अपना पूरा जीवन लगा दिया | इतना ही नहीं, इन्होंने दलित महिलाओं के कल्याण के लिए भी अभूतपूर्व कार्य किये हैं | आपने नाम सुना होगा मध्य प्रदेश के भज्जू श्याम के बारे में, श्रीमान् भज्जू श्याम का जन्म एक बिलकुल ग़रीब परिवार, आदिवासी परिवार में हुआ था | वे जीवन यापन के लिए सामान्य नौकरी करते थे लेकिन उनको पारम्परिक आदिवासी painting बनाने का शौक था | आज इसी शौक की वजह से इनका भारत ही नहीं, पूरे विश्व में सम्मान है | Netherlands, Germany, England, Italy जैसे कई देशों में इनकी painting प्रदर्शनी लग चुकी है| विदेशों में भारत का नाम रोशन करने वाले भज्जू श्याम जी की प्रतिभा को पहचाना गया और उन्हें पद्मश्री सम्मान प्रदान किया गया |         
केरल की आदिवासी महिला लक्ष्मीकुट्टी की कहानी सुनकर आप सुखद आश्चर्य से भर जायेंगे | लक्ष्मीकुट्टी, कल्लार में शिक्षिका हैं और अब भी घने जंगलों के बीच आदिवासी इलाके में ताड़ के पत्तों से बनी झोपड़ी में रहती हैं | उन्होंने अपनी स्मृति के आधार पर ही पांच सौ herbal medicine बनाई हैं | जड़ी-बूटियों से दवाइयाँ बनाई है | सांप काटने के बाद उपयोग की जाने वाली दवाई बनाने में उन्हें महारत हासिल है | लक्ष्मी जी herbal दवाओं की अपनी जानकारी से लगातार समाज की सेवा कर रही हैं | इस गुमनाम शख्शियत को पहचान कर समाज में इनके योगदान के लिए उन्हें पद्मश्री से सम्मानित किया गया | मैं आज एक और नाम का भी जिक्र करने का मेरा मन करता है | पश्चिम बंगाल की 75 वर्षीय सुभासिनी मिस्त्री को भी | उन्हें पुरस्कार के लिए चुना गया | सुभासिनी मिस्त्री एक ऐसी महिला हैं, जिन्होंने अस्पताल बनाने के लिए दूसरों के घरों में बर्तन मांजे, सब्जी बेची | जब ये 23 वर्ष की थीं तो उपचार नहीं मिलने से इनके पति की मृत्यु हो गई थी और इसी घटना ने उन्हें गरीबों के लिए अस्पताल बनाने के लिए प्रेरित किया | आज इनकी कड़ी मेहनत से बनाए गए अस्पताल में हजारों गरीबों का नि:शुल्क इलाज किया जाता है | मुझे पूरा विश्वास है कि हमारी बहुरत्ना-वसुंधरा में ऐसे कई नर-रत्न हैं, कई नारी-रत्न हैं जिनको न कोई जानता है, न कोई पहचानता है | ऐसे व्यक्तियों की पहचान न बनना, उससे समाज का भी घाटा हो जाता है | पद्म-पुरस्कार एक माध्यम है लेकिन मैं देशवासियों को भी कहूँगा कि हमारे आस-पास समाज के लिए जीने वाले, समाज के लिए खपने वाले, किसी न किसी विशेषता को ले करके जीवन भर कार्य करने वाले लक्षावधि लोग हैं | कभी न कभी उनको समाज के बीच में लाना चाहिए | वो मान-सम्मान के लिए काम नहीं करते हैं लेकिन उनके कार्य के कारण हमें प्रेरणा मिलती है | कभी स्कूलों में, colleges में ऐसे लोगों को बुला करके उनके अनुभवों को सुनना चाहिए | पुरस्कार से भी आगे, समाज में भी कुछ प्रयास होना चाहिए |
    मेरे प्यारे देशवासियो, हर वर्ष 9 जनवरी को हम प्रवासी भारतीय दिवस मनाते हैं | यही 9 जनवरी है, जब पूज्य महात्मा गाँधी SOUTH AFRICA से भारत लौटे थे | इस दिन हम भारत और विश्व भर में रह रहे भारतीयों के बीच, अटूट-बंधन का जश्न मनाते हैं | इस वर्ष प्रवासी भारतीय दिवस पर हमने एक कार्यक्रम आयोजित किया था जहाँ विश्व भर में रह रहे भारतीय-मूल के सभी सांसदों को और मेयरों  ( MAYORS)  को आमंत्रित किया था | आपको यह जानकर खुशी होगी कि उस कार्यक्रम में Malaysia, New Zealand, Switzerland, Portugal, Mauritius, Fiji, Tanzania, Kenya, Canada, Britain, Surinam, दक्षिण अफ्रीका और America  से, और भी कई देशों से वहाँ जहाँ-जहाँ हमारे मेयर हैं मूल- भारतीय, जहाँ-जहाँ सांसद है मूल-भारतीय, उन सब ने भाग लिया था | मुझे खुशी है कि विभिन्न देशों में रह रहे भारतीय-मूल के लोग उन देशों की सेवा तो कर ही रहे हैं साथ ही साथ, वे भारत के साथ भी अपने मजबूत संबंध बनाए रखे हैं | इस बार यूरोपीय संघ, यूरोपियन यूनियन ने मुझे कैलेंडर भेजा है जिसमें उन्होनें यूरोप के विभिन्न देशों में रह रहे भारतीयों द्वारा विभिन्न क्षेत्रों में उनके योगदानों को एक अच्छे ढंग से दर्शाया है | हमारे मूल-भारतीय लोग जो यूरोप के भिन्न-भिन्न देशों में बस रहे हैं - कोई CYBER SECURITY में काम कर रहा है, तो कोई आयुर्वेद को समर्पित है, कोई अपने संगीत से समाज के मन को डुलाता लाता है तो कोई अपनी कविताओं से | कोई climate change पर शोध कर रहा है तो कोई भारतीय ग्रंथों पर काम कर रहा है | किसी ने ट्रक चलाकर गुरुद्वारा खड़ा किया है तो किसी ने मस्जिद बनाई है | यानी जहाँ भी हमारे लोग हैं, उन्होंने वहाँ की धरती को किसी न किसी तरीके से सुसज्जित किया है | मैं धन्यवाद देना चाहूँगा यूरोपीय यूनियन के इस उल्लेखनीय कार्य के लिए, भारतीय मूल के लोगों को recognise करने के लिए और उनके माध्यम से दुनिया भर के लोगों को जानकारी देने के लिए भी |
      30 जनवरी को पूज्य बापू की पुण्य-तिथि है, जिन्होंने हम सभी को एक नया रास्ता दिखाया है | उस दिन हम ‘शहीद दिवस’ मनाते हैं | उस दिन हम देश की रक्षा में अपनी जान गवां देने वाले महान शहीदों को 11 बजे श्रद्दांजलि अर्पित करते हैं | शांति और अहिंसा का रास्ता, यही बापू का रास्ता | चाहे भारत हो या दुनिया, चाहे व्यक्ति हो परिवार हो या समाज-पूज्य बापू जिन आदर्शों को ले करके जिए, पूज्य बापू ने जो बातें हमें बताई, वे आज भी अत्यंत relevant हैं | वे सिर्फ कोरे सिद्दांत नहीं थे | वर्तमान में भी हम डगर-डगर पर देखते हैं कि बापू की बातें कितनी सही थीं | अगर हम संकल्प करें कि बापू के रास्ते पर चलें -जितना चल सके, चलें - तो उससे बड़ी श्रद्दांजलि क्या हो सकती है?

Revive a millennial partnership: Singapore has played a major role in India’s closer integration with Asean

While we commemorate 25 years of Asean-India relations, India’s ties with southeast Asia date back more than 2,000 years. Ancient trade between India and countries such as Cambodia, Malaysia and Thailand is well-documented. Southeast Asian cultures, traditions and languages have been profoundly influenced by these early linkages. We see Indic Hindu-Buddhist influences in historical sites such as the Angkor Temple Complex near Siem Reap in Cambodia, the Borobudor and Prambanan temples near Yogyakarta in Indonesia, and the ancient candis in Kedah in Malaysia. The Ramayana is embedded in many southeast Asian cultures, including in Indonesia, Myanmar and Thailand. Singapore’s Malay name is Singapura, derived from Sanskrit and meaning ‘lion city’.
Singapore has always advocated India’s inclusion in the Asean community. India became an Asean Sectoral Dialogue Partner in 1992, a full Asean Dialogue Partner in 1995, and participated in the East Asia Summits (EAS) from 2005. The EAS is a key component of an open, inclusive and robust regional architecture, and the region’s main strategic leaders-led forum.
Asean-India relations were further elevated to a strategic partner­ship in 2012, the 20th anniversary of Asean-India relations. Today, Asean and India enjoy multi-faceted cooperation across Asean’s political-security, economic and socio-cultural pillars. Prime Minister Narendra Modi’s ‘Act East’ policy and 3-C (Commerce, Connectivity, Culture) formula for strengthening engagement with Asean speaks to our broad-based cooperation. We have around 30 platforms for cooperation, including an annual Leaders’ Summit and seven Ministerial Dialogues. India has participated actively in Asean-led platforms including the Asean Regional Forum, the Asean Defence Ministers’ Meeting Plus, and the East Asia Summit.
With the Asean-India Free Trade Area (AIFTA), Asean-India trade has risen steadily from $2.9 billion in 1993 to $58.4 billion in 2016. On the socio-cultural front, programmes like the Asean-India Students Exchange Programmes and the annual Delhi Dialogue foster closer people-to-people relations. Through these platforms, our youth, academics and businessmen get to meet, learn and deepen ties.
To mark this Silver Jubilee of Asean-India relations, both sides have held many commemorative activities. The recent Pravasi Bharatiya Divas in Singapore recognised the contributions of the Indian diaspora. Today’s Asean-India Commemorative Summit marks the culmina­tion of these celebrations. It is an honour for all the Asean leaders to be in New Delhi for this occasion. Asean leaders are also deeply honoured to be invited as chief guests at tomorrow’s 69th Republic Day Parade.
Major global trends are reshaping the strategic outlook, presenting both challenges and opportunities. The strategic balance is shifting. Demographic, cultural and political changes are underway in many parts of the world. The consensus on globalisation and free trade is fraying, but the Asian story continues to be a positive one. We need to push on with economic integration. We must also be resolute in dealing with emerging transboundary challenges, including terrorism, cybercrime and climate change.
This geopolitical uncertainty gives new impetus to Asean’s cooperation with key partners like India. Asean and India share common interests in peace and security in the region, and an open, balanced and inclusive regional architecture. India is located strategically along major sea-lanes from the Indian Ocean to the Pacific. These sea lanes are also vital trade routes for many Asean member states. Both sides share an interest in preserving these vital maritime conduits of trade.
Asean and India’s combined population of 1.8 billion represents one quarter of the world’s population. Our combined GDP exceeds $4.5 trillion. By 2025, India’s consumer market is expected to become the fifth largest in the world, while in southeast Asia middle-class house­holds will double to 163 million.  Both regions are also experiencing a demographic dividend – 60% of Asean’s population is below 35 years old, while India is projected to be the world’s youngest country with an average age of 29 by 2020. Asean and India also have fast-growing internet user bases, which will help us grow the digital economy. Against this backdrop, we still have much scope to grow our ties – India accounted for only 2.6% of Asean’s external trade in 2016.
May I suggest three promising areas of mutually beneficial collaboration.
First, Asean and India should redouble efforts to promote trade and investment. We need to keep existing pathways up to date and relevant, including the AIFTA. We should work together to conclude a high quality Regional Comprehensive Economic Partnership (RCEP), surpassing the existing AIFTA. This would create an integrated Asian market comprising nearly half the world’s population and a third of the world’s GDP. Stream­lining rules and regulations will stimulate investments in both directions, complement India’s ‘Act East’ policy and facilitate ‘Made in India’ exports to the region.
Second, our peoples will benefit greatly from greater land, air and maritime connectivity. We appreciate India’s efforts to improve land connectivity, including the extension of the trilateral India-Myanmar-Thailand Highway, and India’s $1 billion line of credit to promote infrastructure connectivity with Asean. We look forward to working closely with India to boost our physical connectivity, including by expeditiously concluding the Asean-India Air Transport Agreement. This will enhance people-to-people flows across the region and help both Indian and Asean carriers tap new and emerging markets, especially for business, investment and tourism.
Digital connectivity is another important area of cooperation, and can shape people-to-people connections for the future. India’s Aadhaar system creates many new opportunities, for instance, to harmonise our Fintech platforms or connect e-payment systems.
Finally, we continue to look for new synergies. One objective of Singapore’s chairmanship is to develop an Asean Smart Cities Network, and here Singapore and India are natural partners. India is rapidly urbanising and has set itself a goal of establishing 100 smart cities. Singapore, an urbanised city-state, is ready to partner India on this journey and help develop urban solutions based on our own experience. Andhra Pradesh’s new capital city of Amaravati is one example.
As Asean chair, Singapore is committed to deepening Asean-India ties. If both sides use our historical and cultural links to tackle today’s challenges and build bridges for the future, our youth and next generation stand to gain the most.

Director General,All India Radio,Shri F Sheheryar's New Year Message to his colleagues


Dear Colleagues,

                        As we bid farewell to 2017 and look forward to another eventful year, let me convey my best wishes to all my colleagues who stood by me through thick and thin.    I take this opportunity to share some thoughts with you.

                        As broadcast professionals, unrelenting pursuit of innovation should be our hallmark.  As Woody Allen quipped: “ If you are not failing every now and again, it’s a sign you are not doing anything very innovative”.   Do not hesitate to fail now and then in your pursuit of excellence.   

                        Let us reaffirm our faith in public service broadcasting as a potent instrument to serve a New India, especially  its  vibrant and vocal  youth who constitute bulk of the population. More than 65% of the population is below the age of 35.  The younger generation, with its energy and exuberance, is vastly different from the rest of the population in terms of their media habits and tastes, concerns and aspirations, life style and fantasies.  They are known to be heavy users of the smart phone and the internet, including the social media platforms. The mobile platform is becoming their primary choice today to consume content. Car Radios have also fuelled exposure to radio among those on the move. The question naturally arises :   How can AIR cultivate this vital segment of the population?    Unless   the programme as well as the engineering professionals   change their  mind-set   and woo the  young listener, AIR will cease to stay strong and relevant.   The need of the hour is to conceive and put out programmes that gel with young listeners,  coupled with a perky presentation style.   
                    I have been expressing concern about disquieting uniformity in the character and complexion of AIR’s channels.  AIR has the advantage of providing variety to the public depending upon their listening  habits and tastes.   Primary channel, Local Radio, VividhBharati, Rainbow and Gold have a distinct character.   Multi-channel stations should bear in mind that all these channels should not sound monotonously alike.

                    Years of stagnation have left the creative professionals of AIR in the lurch. The year that  just ended has also failed  to bring any cheer. But kudos to  you all for your passion for broadcasting and unflinching commitment to Akashvani.  I suppose adversity does bring out the very best from creative and conscientious professionals.  I am an incurable optimist and am sure the new year will bring happy tidings. 

                   In the new year let us make a conscious attempt to function as a closely knit team of professionals, eschewing inter-disciplinary.  Let us all function  in a spirit of bonhomie as members of one large family and continue to serve every segment of the population imbued with a new spirit.

                  Over the years, we have been trying to strike the golden mean between public service broadcasting and resource mobilisation.  In today’s fiercely competitive media scenario, we have to stand out in terms of  reach, ratings, revenue and reputation.   I  am  happy that all my colleagues appreciate the need for mobilising resources internally not only to stay afloat but to flourish.  Keep up the good work in this direction.

                  I convey once again my best wishes  for a fruitful and cheerful  2018.
